What output must be if the sea is not closed? Tell me answer for this test...

If the sea isn't closed (Can it be?) what should i output?
For example
9 7 1 1

.########
.#.....#.
.#.#.#.#.
.#.....#.
.#######.
#........

Is the answer 0 or 2?

No, it still may have islands. Just islands that are inside border land do not belong to any outer sea, but there can be others.
