My program give answer on test in sample:

But i have wa #1
It's wrong?

Last two numbers gives us: 13-10 = 3
The differece between sizes is 3, R is also 3.
However:
"A larger coat can be put on over a smaller one if the size of the larger coat exceeds the size of the smaller coat by more than R."
So diffrence must be at least 4.
