Yes, of course there isn't road 1 3. The output is not have
road 1 3. I know why you are wrong. Read carefully the
output format :
The first line is T - the total routes. The first number in
each of the next T lines is the amount of cities in that
route.
Hope you understand !

I agree with ILY that hasn't road from city 1 to 3
