Looks like it depends on language: C and Java program output exactly the same, but C program passes the test, and Java program doesn't. We'd assume default flat topology with boundaries, but special rules for LEFT/RIGHT makes us thinking that there are similar rules for UP/DOWN. At least moving down from row Y-1 to empty cell in row Y could result in stop at the last character. It did not help me, however; I still have WA#12My program's output on your first two tests is placing the zero in the middle, but the task says: "If there are several variants, output any of them", so I don't think that would make the output fail.
