What languages are correct for this system? (Between Pascal and Visual Basic)

You may write your solutions using Pascal, C or C++ (-)

If I know PHP, will it be easy for me to learn C++ quickly?

And what development environment could you advise for me: Visual C++ or Borland C++?

In fact I don't use C++, but I think there is no large difference between Visual and Builder environments for console applications (-)
