What is exactly "Time Limit" ???

It's wirtten in the problem description: "Time limit: 1 second".
I submit the problem and see the status. My program, after compilation, has status "Running" with time 0.001 sec.
Then I begin pressing Refresh, while my program is been checked, and see, that the time increases:
Running ... 0.062 sec
... 0.309 ... 0.578 ... 0.856 ... 1.031 - Time Limit!

So, what is "Time limit 1 sec" in problem specification?
... A maximum total time for the whole amount of tests?
... A maximum time for 1 test?
... Something else?

P.S. On my computer even the harder tests are executed less than 0.1 sec!
P.P.S. It is the general question, in particular I have such a problem in 1435.

A maximum time for 1 test
Time increases because it is current max time.
