if G choose the first ring from the first row, then the first row will be dematerialised, because there is 3 and all numbers of the first row <=3. So S will win in the next move.

Read the statement more carefully:
"Each of the next K lines describes the corresponding chain in the following format: the first number is the length of the chain"
So 3 is the number of elements in the first chain.
