Why answer for 4 is 204?

If we have 143 three-digit primes numbers each of them can create 10 four-digit threeprimes numbers!

a1a2a3 - three-digit prime number -> a1a2a3* - four-digit threeprime number

+some numbers *a1a2a3 which is not included early.
So answer must be larger than  204.
Whats wrong? I don't understand...

any is clearly not very clear....
