How time spent to execution is measured?
I saw many 0.001 sec and 0.01 sec results in pascal or c in "Best accepted submissions (rating)", but my code in this and other tasks takes at leas 0.015 sec (or more in other tasks with step about 0.016).
How can I achieve that (0.001) results?

May be actially my code is much faster, but it takes deep place in rating because of changing time-measurement schema on testing machine while last years?
