This problem don't need more than 3 tests, I think ;)

NO, I think this problem don't need more than 2 tests.

there are 2 possible answers:

2*a+39 and 2*b+40.

you must choose biggest

39 * 2 + 40 + (a - 40) * 2 + 1 = 2 * a + 39

He mean why 39 instead 40? Why do we subtract 1?
