I have a question what do I output, the sum of importance
or just a piece of land's importance?

The example is that:
 3   2   0   0   0
 2   2   0 100 100
 2   2   0 100 100
94  94   0   0   0
94  94   0   0 255

we have to select a land whose area is 3*3,how can I just
expropriate the land whose importance is 3?

I think the least importance is 3+2+2=7.

You just misunderstood this problem,it says "The number and
area of expropriated pieces of land are not important. You
should only take into account importance of the most
important of the affected land-owners. "
Note you should only take into account importance of the
most important one.So the output is max{3,2,2}=3.
