For the sample input it's meaning:Water%>Cocoa-butter%>Cocoa-powder%
=40>Lecithin%
So the Water+Cocoa-butter+Cocoa-powder+Lecithin>=4000+4000+4000+0
=12000>10000
So  producer wrote lie
Do you know it?
