What about contest on Contest.susu.ac.ru ?? It's located GMT+6 and here i have GMT+1 => 15.30+5.00=20.30 and i see that the contest is over ?!!! What's happened ??(-)

They are wrong about GMT+6. They are GMT +5 because they calculate MSK+2 = GMT+3+2 = GMT+5! (-)
